Nov 19. The State Duma is to address in the second reading the presidential package of draft laws with amendments to the Constitution of the Russian Federation on Wednesday. As State Duma Chairman Boris Gryzlov said that the presidential package includes three draft laws which provide for extending the term of powers of the head of the state and the State Duma from 4 years to 6 and 5 years, respectively, and vesting the State Duma with supervisory powers over the government. As for the procedure for working on draft laws from the presidential package, Head of the Duma Committee for Constitutional Law and State Building Vladimir Pligin, the relevant committee recommends discussing presidential amendments to the federal constitution law “On the Government of the Russian Federation” in the third reading, along with the two other draft laws, at a later time rather than on November 21.
