July 21. On July 14, Gazprom sent a fax report to Ukraine's Naftogaz with the request to take urgent measures to bring gas consumption by Ukraine into compliance with the contract between Naftogaz and RosUkrEnergo AG, the Gazprom information department reported. This measure was taken due to an excess in gas consumption by Ukraine over the contractual volumes, the Russian gas concern said. The fax report also contained the requirement to perform prompt execution of acceptance certificates for gas for June 2008 and signature of a technical agreement on the regulation of a technical issue for gas delivery for 2008, the gas concern added. According to Gazprom, as a result, daily gas consumption by Ukraine has been reduced and is currently within the contractual requirements, the acceptance certificates for gas are being executed, and the activities for reconciliation of the technical contract provisions are currently ongoing. According to a source in Gazprom, in its fax report, Gazprom reminded Naftogaz that, in accordance with the agreement on development of relations in the gas industry signed March 12, 2008, and in line with the signed contracts, the total volume of gas supplies to Ukraine would amount to 55 bcm on 2008; of these, 28.3 bcm were already consumed by Ukraine in 1H 2008. According to a contract between Naftogaz and RosUkrEnergo AG, in 4Q 2008, Gazprom should supply 12.26 bcm of gas. Therefore, consumption of gas by Ukraine in 3Q should amount to the maximum of 12.44 bcm, or 135.2 mn cu.m a day. Meanwhile, according to the same source, in the first week of July, Ukraine consumed 1.14 bcm of Russian gas, or 163.9 mn cu.m a day. Additionally, Naftogaz does not coordinate the applications for gas transit to West European countries in full, Gazprom said.
